For example, if you have JPG or similar files for each page, original Microsoft Paint is a program where you can erase the text you don't want, and then you can add new text with Paint as well. The original basic Paint 2D is easiest to use.
Gimp is another free program which can perform editing on scanned-image files like JPG's. Gimp is quite powerful, so it's harder to learn if you're self-taught on such programs.
Hope this helps a bit. Post a sample JPG or TIF, and state what you wish to do.
