While they are all available on the FTP server, downloads may take a while if you do not have a great deal of bandwidth. I recommend picking a Project Gutenberg mirror and using ncftp or wget to mass download the archive in pieces - one piece per night over n nights (depending on bandwidth availability...) If you are stuck for bandwidth, I am willing to give you a head start by tossing what I have unto a pair of CD-Rs. Drop me an email, and we can discuss mechanics.
As far as the filename to title mapping, the Internet Archive has a good DB for this, and while I have applied for access myself, this seems to be going nowhere. If I have any luck, I'll let you know.
