1. Login to a Unix shell account on a machine located in the US. From there, download the file using FTP or lynx or some other command line client. It will see your IP as originating in the US. Some public shell accounts to try.
2. Use a web proxy located in the United States. This doesn't always work as some people have reported public proxies are blocked. Some free web proxies.
3. Ask someone in the US to download the files for you and make available privately.
