That's a good question - and in fact I did. And the manager in charge there wrote this:
"Our digitizing partner, Internet Archive, is responsible for all the digitizing and image loading. They were shipped everything--I don't know why they haven't been loaded."
And of course he suggested that we "keep checking" to see if they appear. However, since this is the only missing section of an otherwise completed lot I have the feeling there -is- oversight, on IA's part. So hopefully someone here who was involved in the process will be interested and check up on it.

Some of the Massachusetts data is miscataloged under "Fourth Conference on Mars", but most counties are still missing. It seems that the texts are there, just not accessible because of a cataloging problem.
