Yes, it has nothing to do with the copyright status. Its just the length of the copies registered and submitted to the USCO and LOC.
After the Wanger contract ended the rights were sold to Universal, who made "Casbah", and responsibility for renewing copyright on "Algiers" rested with them. They failed to renew the copyright on "Algiers" so it fell into the PD. The underlying story was published under a pseudonym, so it had a limited copyright term and is now also in the PD.
