I'd still appreciate an answer to the original question.. specifically, why does Archive delete some content (and then lock the accounts) yet other flagrant content is ignored (as per the examples given), and those accounts are left intact?

By the way, that original account is still locked. Given the lack of notification and double standard, why not do the right thing and unlock the account without the need for so the member to jump through hoops, and wait so, so long for processing? That is, why not do the right by the member?

To state the obvious, we're not lawyers... if we see someone else posting copyrighted content (like on Popcorn, which has an Archive link of some sort) we assume it's OK to post the same content albeit in a different form (such as file type or definition). Copyright law isn't as simple as some pontificators make it out to be. We also mustn't forget that copyright law is sorely in need of updating to meet the needs of the 21st century.
