Soapbox warning...
That 10 Mb/s upload speed maximum doesn't make a lot of sense when the download speed is cited as 300 Mb/s. Notice that's a little b (bits, not bytes), which is irritating as Spectrum quotes in Mb/s, not MB/s, which seems to be deceptive advertising. Whenever we see a file size (here on IA, or in Windows Explorer, etc.) it's in KB or MB or GB. Only cable companies use a little b (bits) instead of the more common big B (bytes).
Soapboxing done!

The most likely is the distance factor your uploaded info may be relayed thru a dozen server hops before you upload reaches it's destination and the lag time within 1 or all 12 may be experiencing huge lag time between servers... think of it as each sever calling the next and 1 or all not answering not answering quickly.
Part of the problem may be on your end, find out where you internet provider prefers you to do an upload / download speed test. Note; high internet usage times locally can greatly affect your speed... if you not getting the speed results from the test your paying for, call your providers tech support and tell them the test speeds.
A virtual vpn can speed up the process if your vpn service has servers in the opposing country... If you have a mate with a virtual vpn account see if you can get access to it. Try and coordinate your use when your mate isn't using it... for best result.
I live in the US and my internet service to archive (1200 miles - 1900km away is slower by 2/3 almost then when using a VPN at that snap shot moment in time by comparison... try vpn server site (within your vpn network) closest to you, then try one in California Usa. you may find the closer one faster.
If your using a wifi that can also play a part in slow speeds... Best of luck..

I use torrent software for downloading. Is there a similar system for uploading? That would make walking away from the upload less of a problem as when I upload big files I often have them time out after an error, and then have to start all over again. A torrent-esque system might prevent that problem, and maybe lessen transfer throttling as well.
Just my 2¢ (you just got 2¢ worth of expertise!).
