Freecache.org doesn't seem to respond, and the status page shows that no files have been accessed in the last 24hrs.

People not happy with Freecache might take a look at Coral. Its similar in that its a network of web caches that anyone can utilize by modifying the url of their content. It uses DNS to spread out the web serving load instead of Freecache's central http redirector. It seems pretty stable, has over 100 sites in the network, and is supported by a university.
